Pierre-Carl Langlais is a French PhD student at Paris-Sorbonne in information and communication science. His doctoral thesis aims to apply data mining techniques to the study of 19th century press. He is involved in several open knowledge projects such as Wikipedia (he has become an admin of the French version in 2012). He frequently writes articles on open access and the future of scientific publishing on a well-read French media, Rue89 and his blog, Sciences communes. In october 2014, he has disclosed, with Rayna Stamboliyska, the content of a "national license" between the Elsevier, and French Universities.
